Packed-decimal decoder
Paste the bytes of a COMP-3 field and its picture clause. You get every digit, the sign, the value, and what the number turns into under each reading of a rate. Nothing you paste leaves this page.

Why this exists
The picture clause tells you where the point goes. It never tells you what the number means.
In Exhibit A, two AIs translated a banking program that divides a rate by twelve and never by one hundred. Both readings of that field compile and both pass a test written from the source. Only the bytes the business actually stored can settle it, which is where every Survey starts.
